The light blue boxes are a double-checking system not found on official ballots. When you rank a choice on the RCV123 ballot grid, the boxes turn dark blue and move to the order of your rankings.
Almost all US RCV elections are on conducted on paper ballots. The usual rules are:
Fill in circles to designate your preferences
Put your first choice in the left-most column
You can rank as many or as few candidates as you want
But don’t skip a column and then start ranking again to the right
Don’t make two selections in the same row. Multiple votes in a row will not help that candidate any more than your highest preference vote for that candidate
Don’t make two marks in the same column
Mistakes on the interactive grid will turn the relevant row or column red. An error message will also appear in the upper left section of the ballot grid
Click on a filled-in mark to erase it
The gray boxes that re-order to help you double-check your vote will not be found in official voting situations.
We should note that a few cities and states only allow the ranking of 3, 4 or 5 choices in their ranked-choice elections. Those ballots will look somewhat different
